The Role

The Chief Executive Officer has the responsibility for the leadership of the Health Centers by providing overall direction for the activities and staffing of the centers through: developing and maintaining both short and long range plans, providing adequate measurements of the Health Center’s progress to assure performance improvement and financial stability, recommending and supporting policymaking decisions and initiating strategic efforts to sustain and grow the organization in compliance with systems and job specific standards.


Key Responsibilities

  • Provides ideas, proposals and recommendations as guides for developing organizational objectives to the Board of Directors. Provides a long-term strategic plan for submission to the Board which defines objectives for each functional group within the organization serving as a guideline for the addition or enhancement of functions and specific capital improvement/expansion over the long term.

  • Reports to the Board of Directors, on a regularly established basis, the overall status of the organizational objectives, specifically including budget and financial resources.

  • Assists the Board in recommending specific organizational policies and procedures conforming to organizational objectives established by the Board.

  • Prepares and manages an annual budget for submission to the Board of Directors which provides adequate resources for the continued operation of the Centers. Is expected to use the financial plan in three primary modes: as a device for coordination and balancing resources; as a standard for measurement and control; and as an expression and means of obtaining short-term objectives such as growth, productivity gains and grants.

  • Orients new members of the Board, makes Board member recommendations, and attends all Board of Directors and subcommittee meetings.

  • Provides vision, leadership, motivation, inspiration, and direction to the organization.

  • Continuously reviews and analyzes the administrative and operational functions, policies and procedures, strategic planning process, financial status, and fund-raising activities of the organization.

  • Leads an executive management team in the operation, development, and management of administration and the operation of the health centers.

  • Maintains an effective and safe environment, ensures implementation of sound risk management policies and systems, and ensures compliance with all legal, regulatory and accreditation requirements.

  • Ensures ethical business practices in all aspects of the organization.

  • Establishes adequate control systems for the accounting function to ensure the integrity and security of the corporation's assets.

  • With the Medical Director, ensures that the character and quality of services delivered to the patients is always of the highest quality.

  • Develops and maintains a management system and personnel policies consistent with the needs of the organization.

  • Measures and manages staff in a way which respects their dignity, recognizes their contributions to the mission and supports their development.

  • Creates relationships; pursues strategic alliances and partnerships that will promote fiscal viability and growth, community leadership and state of the art service delivery.

  • Maintains relationships with regulatory, funding and planning agencies to ensure maximization of funding opportunities and compliance.

  • Maintains knowledge of new developments in the health care field, including current and pending legislation. Mounts grassroots advocacy efforts on behalf of the organization.

  • Establishes effective relationships with those groups at the local, county, state and national level, which in her/his judgment can provide assistance, support and material aid for the operations and long-term needs of the Centers. These will include legislators, governmental representatives, regulatory groups, foundations, corporations, universities, non-governmental agencies and individuals.

  • Serves as the principal spokesperson for the Health Centers with local, state and federal administrative officials.

  • Responsible for the overall direction, coordination, and evaluation of senior managers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


The Ideal Candidate

  • Master’s Degree in the areas of Health Care, Human Services and/or Management.

  • Minimum of ten years of relevant executive experience. Experience in Federally Qualified Health Centers preferred.

  • Knowledge of the principles and practices of health care administration, fiscal management and government regulations and reimbursements.

  • Strong leadership skills with proven ability to facilitate cross-functional teams.

  • Excellent collaboration, implementation and change management skills

  • Excellent written and verbal communication, analytical, presentation and facilitation skills.

  • Strong project management skills and ability to manage multiple projects

  • Ability to work both independently and as part of a team

  • Proficient in use of office and project efficiency tools (MS Excel, Word , Access, and statistical packages, etc.)

  • Strong oral and written communication and presentation skills

Midsize not for profit supporting people with IDD looking for a comptroller with 10 years of accounting experience with at least 5 in a supervisor or senior role and an accounting degree from an accredited 4 year institution.

  • Familiarity with OPWDD reporting requirements to include CFR development and audit preparation

  • Manage the payroll, general accounting, A/P, and revenue management function.

  • Functional understanding of OPWDD rate methodology

  • Ability to provide technical assistance to direct reports

  • Work closely with CFO in strategizing, planning and budgeting activities

  • Ability to work closely with a diverse workforce and manage to deadline

  • Ability to work in fast pace office
